Use Terminal Link for the airport campus and UP Express for downtown.
The free Terminal Link connects Terminal 1, Terminal 3 and Viscount station, including access for the Sheraton Gateway and ALT Hotel. UP Express runs from Terminal 1 to Union Station in downtown Toronto in about 28 minutes on the current published timetable.
